Mrs
Marion Lai Chan Chi-kuen is the
Director-General of Telecommunications
of the Government of the Hong Kong Special
Administrative Region. Mrs Lai heads
the Office of the Telecommunications
Authority (OFTA) and is responsible
for the regulation of the telecommunications
industry and the management of the radio
spectrum in Hong Kong. She also advises
the Government in the formulation of
telecommunications policies and is a
member of the Broadcasting Authority.
Before taking up the post of Director-General
of Telecommunications, Mrs Lai was Deputy
Secretary of the former Commerce, Industry
and Technology Bureau (CITB), responsible
for assisting in formulating broadcasting
and telecommunications policies. She
has also servedthe Food and Environmental
Hygiene Department, the Social Welfare
Department, the former Official Languages
Agency and the former Civil Service
Branch. |

Mr.
Fred Lam,
Executive Director of the Hong Kong
Trade Development Council (HKTDC), the
statutory organisation responsible for
promoting and developing the Hong Kong
Special Administrative Region's external
trade.
Mr Lam heads an international team whose
mission is to create and facilitate
opportunities in international trade
for Hong Kong-based companies. The Council,
with its network of more than 40 offices
in key business centres, is the global
marketing arm of Hong Kong's small and
medium-sized enterprises. TDC also markets
Hong Kong internationally as the global
platform for business in China and the
Asia-Pacific.
Since joining TDC in 1986, Mr Lam has
held key Directorate posts and spearheaded
many promotional initiatives. From 1993
until early 2004, Mr Lam served as a
Deputy Executive Director. He has worked
closely with leaders of industry and
service sector associations. |

Mr.
Hubert Ng,
with more than 30 years in the technology
industry, was appointed as Chief Executive
Officer of Hong Kong CSL Limited (CSL)
from February, 2001 to July 2007.
He brought to CSL over 20 years of
senior management telecommunications
expertise in business planning and
development, operations, sales and
marketing. Mr. Ng was formerly President
of PCCW Mobility Services.
Mr. Ng had served
in the Executive Committee of CAHK
for over 10 years from 1995 and was
elected as the Chairman of the association
from 1996-2000. Mr. Ng has been appointed
as a Council Member of the Hong Kong
Trade Development Council in January,
2004 and a member of the Digital 21
Strategy Advisory Committee (D21SAC)
by the Secretary for Commerce, Industry
and Technology in October, 2004.

Mr. Tony
Hau,
Director of ChinaMotion Telecare (HK)
Ltd. He has more than 30 years of
working experience in the telecommunications
industry - including over 10 years
in Guangzhou Telecommunications Bureau
and, from 1985 to 1989, as the Director
and General Manager of Shenda Telephone
Company Limited, a joint venture between
Cable & Wireless Plc, and the
Ministry of Post and Telecommunication
of China & the Shenzhen Municipal
Government. In the early of 1990,
Mr. Hau founded China Motion Telecom
Group
in Hong Kong.
Mr. Hau had served
in the Executive Committee of CAHK
for 10 years from 1996 and was elected
as the Chairman of the association
from 2000-2006.

Honorary
Legal Advisor
We have the honor to
appoint Lovells as our Honorary Legal Advisor
for the Association. Their scope of representation
can be summarized as below :

- To represent
CAHK members in advising, helping
and responding to consultation papers
or draft guidelines as issued by
OFTA or relevant government departments.
- On particular
projects, where CAHK has gathered
responses to consultation papers
or other documents as issued by
government departments, Lovells
will assist in consolidating and
coordinating these responses in
order to further the interest of
its members.
- Lovells will
also be able to assist CAHK members,
jointly or on an individual basis,
in relation to any legal matters
within their expertise.

Note :
Since the Association
has no budget for legal services, depending
upon the scale of work involved and the
likely benefits to the Association and CAHK
members, Lovells envisages handling certain
projects on a complimentary basis whilst
others may be subject to an agreed charges.
General enquiries
and routine exercises could be handled on
a complimentary basis. As far as individual
members of the Association are concerned,
Lovells is willing to offer discounted rates
for specific projects.
