Miss
Eliza Lee is the Director-General
of Telecommunications of the Government
of the Hong Kong Special Administrative
Region. She heads the Office of the
Telecommunications Authority (OFTA)
which is responsible for the regulation
of the telecommunications industry and
the management of the radio spectrum
in Hong Kong. Miss Lee is appointed
as the Telecommunications Authority
under the Telecommunications Ordinance
and is responsible for exercising the
statutory powers under the Ordinance
on licensing, determination of interconnection
terms, management of radio spectrum,
management of telecommunications numbers,
making technical standards and enforcement
of the provisions safeguarding fair
competition. She is also a member of
the Broadcasting Authority.
Before taking up her current post
in OFTA, Miss Lee was the Deputy Secretary
for Labour and Welfare (Welfare) and
was responsible for policy matters
relating to combating domestic violence,
family and youth social welfare services,
vocational training and retraining.
Before that, she had served in the
Office of the Director of Administration
of the Chief Secretary's Office, the
former Trade and Industry Department,
the former Transport Branch and the
former Recreation and Culture Branch.

Mr.
Fred Lam,
Executive Director of the Hong Kong
Trade Development Council (HKTDC), the
statutory organisation responsible for
promoting and developing the Hong Kong
Special Administrative Region's external
trade.
Mr Lam heads an international team whose
mission is to create and facilitate
opportunities in international trade
for Hong Kong-based companies. The Council,
with its network of more than 40 offices
in key business centres, is the global
marketing arm of Hong Kong's small and
medium-sized enterprises. TDC also markets
Hong Kong internationally as the global
platform for business in China and the
Asia-Pacific.
Since joining TDC in 1986, Mr Lam has
held key Directorate posts and spearheaded
many promotional initiatives. From 1993
until early 2004, Mr Lam served as a
Deputy Executive Director. He has worked
closely with leaders of industry and
service sector associations. |

Mr.
Hubert Ng,
with more than 30 years in the technology
industry, was appointed as Chief Executive
Officer of Hong Kong CSL Limited (CSL)
from February, 2001 to July 2007.
He brought to CSL over 20 years of
senior management telecommunications
expertise in business planning and
development, operations, sales and
marketing. Mr. Ng was formerly President
of PCCW Mobility Services.
Mr. Ng had served
in the Executive Committee of CAHK
for over 10 years from 1995 and was
elected as the Chairman of the association
from 1996-2000. Mr. Ng has been appointed
as a Council Member of the Hong Kong
Trade Development Council in January,
2004 and a member of the Digital 21
Strategy Advisory Committee (D21SAC)
by the Secretary for Commerce, Industry
and Technology in October, 2004.

Mr. Tony Hau
,Director of Chinamotion Telecare (HK) Limited, a value-added service provider in Hong Kong and mainland China. With more than 30 years in the telecom industry, Mr. Hau was appointed as Director & General Manager of Shenda Telephone Company Limited, a joint venture between Chinese PTT and Cable & Wireless Plc., from 1985 to 1989. He was the Founder and Chairman of China Motion Telecommunication International Limited, a public listed company in Hong Kong Stock Exchange, from1990 to 2006.
Mr. Hau had served in the Executive Committee of CAHK for over 10 years from 1995 and was elected as the Chairman of the association from 2000-2006. Mr. Hau has been appointed as a member of the Media and Communications Services Advisory Committee (2001-2005) and the China Trade Advisory Committee (2004-2008) of the Hong Kong Trade Development Council.

Honorary
Legal Advisor
We have the honor to
appoint Hogan Lovells as our Honorary Legal Advisor
for the Association. Their scope of representation
can be summarized as below :

- To represent
CAHK members in advising, helping
and responding to consultation papers
or draft guidelines as issued by
OFTA or relevant government departments.
- On particular
projects, where CAHK has gathered
responses to consultation papers
or other documents as issued by
government departments, Hogan Lovells
will assist in consolidating and
coordinating these responses in
order to further the interest of
its members.
- Hogan Lovells will
also be able to assist CAHK members,
jointly or on an individual basis,
in relation to any legal matters
within their expertise.

Note :
Since the Association
has no budget for legal services, depending
upon the scale of work involved and the
likely benefits to the Association and CAHK
members, Hogan Lovells envisages handling certain
projects on a complimentary basis whilst
others may be subject to an agreed charges.
General enquiries
and routine exercises could be handled on
a complimentary basis. As far as individual
members of the Association are concerned,
Hogan Lovells is willing to offer discounted rates
for specific projects.
